City of Calgary Traffic Bylaws

Preamble

In recognition of the importance of safe and efficient traffic flow within the municipal boundaries of Calgary, Alberta, Canada, these Traffic Bylaws are established to regulate vehicle operation, parking, signage requirements, and related matters. These bylaws aim to ensure public safety, minimize traffic congestion, and promote the orderly use of roadways and parking facilities.

Section 1: Definitions

1.1. "City" refers to the municipal government of Calgary, Alberta, Canada.

1.2. "Driver" refers to any person operating or in control of a vehicle on a roadway.

1.3. "Parking" refers to the act of stopping a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the directions of a peace officer or traffic control device.

1.4. "Roadway" refers to the portion of a highway, including any shoulder, that is improved, designed, or ordinarily used for vehicular traffic.

Section 2: Vehicle Operation

2.1. Speed Limits: Drivers shall adhere to posted speed limits on roadways within the City of Calgary. Speed limits may vary depending on the type of roadway and surrounding conditions.

2.2. Right-of-Way: Drivers must yield the right-of-way to pedestrians at marked crosswalks and intersections. Failure to yield may result in penalties as prescribed by these bylaws.

2.3. Traffic Control Devices: Drivers shall obey all traffic signals, signs, and markings as prescribed by the Alberta Traffic Safety Act and supplementary regulations.

Section 3: Parking Regulations

3.1. Parking Zones: Designated parking zones are established throughout the City of Calgary, including but not limited to residential, commercial, and restricted areas.

3.2. Parking Restrictions: Parking is prohibited in designated areas such as fire hydrant zones, bus stops, disabled parking spaces without proper permits, and areas designated for emergency vehicle access.

3.3. Time Limits: Where applicable, time limits for parking shall be indicated by signage. Vehicles exceeding posted time limits may be subject to fines and towing at the owner's expense.

Section 4: Signage Requirements

4.1 Placement of Signs: Traffic signs and markings shall be placed and maintained by the standards set forth by the Alberta Transportation and Utilities Department.

4.2. Visibility: Signs and markings shall be visible to drivers and pedestrians and positioned to provide adequate warning of upcoming conditions or restrictions.

4.3. Compliance: Drivers shall obey all traffic signs and markings unless directed otherwise by a peace officer or authorized personnel.

Section 5: Enforcement and Penalties

5.1. Authority: Enforcement of these bylaws shall be the responsibility of designated peace officers and city officials empowered to issue tickets, citations, or other penalties for violations.

5.2. Penalties: Violations of these bylaws may result in fines, penalties, or towing of vehicles, as determined by the severity of the offense and by municipal regulations.

5.3. Appeals Process: Individuals who receive citations or penalties may have the right to appeal through established municipal procedures within a specified timeframe.

Section 6: Miscellaneous Provisions

6.1. Construction Zones: Special regulations may apply to roadways undergoing construction or maintenance activities. Drivers shall obey posted signs and reduce speed as necessary.

6.2. Special Events: Temporary traffic control measures may be implemented for special events or gatherings within the City of Calgary. Drivers shall follow detour routes and instructions provided by event organizers and city officials.

 

Section 7: Repeal and Amendment

7.1. Repeal: Any previous traffic and parking bylaws inconsistent with the provisions of this document are hereby repealed.

7.2. Amendment: These bylaws may be amended by resolution of the Calgary City Council by established procedures and public consultation processes.

Section 8: Effective Date

This bylaw shall come into effect upon approval by the Calgary City Council and publication by municipal procedures.
