Article I: Name and Purpose

1.1 Name: The name of this organization shall be the Developmental Disabilities Administration (DDA).

1.2 Purpose: The purpose of the DDA is to provide comprehensive services and support to individuals with developmental disabilities, promoting their inclusion, independence, and quality of life. The administration shall operate by applicable laws, regulations, and ethical standards, striving to meet the diverse needs of individuals with developmental disabilities and their families.

Article II: Governance Structure

2.1 Board of Directors: The DDA shall be governed by a Board of Directors composed of individuals with expertise in developmental disabilities, healthcare, legal affairs, and community advocacy. The Board shall oversee the strategic direction, policies, and financial management of the administration.

2.2 Executive Director: The Executive Director shall be appointed by the Board and shall be responsible for the day-to-day operations of the DDA, implementing Board directives, and ensuring compliance with all legal and regulatory requirements.

Article III: Services and Programs

3.1 Service Provision: The DDA shall offer a range of services and programs designed to meet the unique needs of individuals with developmental disabilities, including but not limited to residential support, employment assistance, therapeutic interventions, and community integration initiatives.

3.2 Individualized Planning: The administration shall employ person-centered planning approaches to develop individualized service plans for each client, incorporating their preferences, strengths, and goals into the planning process.

Article IV: Staffing and Personnel Policies

4.1 Staff Recruitment and Training: The DDA shall recruit qualified and compassionate staff members who demonstrate a commitment to supporting individuals with developmental disabilities. Staff shall receive comprehensive training on relevant policies, procedures, and best practices.

4.2 Code of Conduct: All staff members shall adhere to a code of conduct that emphasizes respect, dignity, and confidentiality in their interactions with clients, families, and colleagues. Any instances of misconduct or ethical breaches shall be promptly addressed through established disciplinary procedures.

Article V: Rights and Responsibilities

5.1 Client Rights: Individuals receiving services from the DDA shall have the right to be treated with dignity, respect, and fairness, and to participate in decisions affecting their lives to the fullest extent possible.

5.2 Responsibilities: Clients shall also have responsibilities, including but not limited to adhering to program rules and guidelines, cooperating with staff members, and actively engaging in their own personal development and goal achievement.

Article VI: Financial Management

6.1 Budgeting and Fiscal Oversight: The DDA shall operate within a transparent and responsible financial framework, with budgets developed annually and subject to Board approval. Financial transactions shall be accurately recorded and regularly audited to ensure compliance with legal and regulatory requirements.

6.2 Fee Structures: Fees for services provided by the DDA may be determined based on a sliding scale or other equitable means, taking into account the financial circumstances of clients and their families.

Article VII: Amendments and Ratification

7.1 Amendments: These bylaws may be amended by a majority vote of the Board of Directors, provided that notice of proposed changes has been given in advance and that such changes are consistent with the mission and purpose of the DDA.

7.2 Ratification: These bylaws shall be ratified by the Board of Directors upon the establishment and shall remain in effect until amended or repealed by the provisions outlined herein.

Article VIII: Dissolution

8.1 Dissolution: In the event of the dissolution of the DDA, any remaining assets shall be distributed to nonprofit organizations with similar missions and purposes, as determined by the Board of Directors at the time of dissolution.

Article IX: Adoption

9.1 Adoption: These bylaws shall be adopted by the Board of Directors of the Developmental Disabilities Administration on January 15, 2050, and shall supersede any previous bylaws or governing documents of the organization.

These bylaws are hereby certified as the official governing document of the

Developmental Disabilities Administration, effective on the date of adoption.
