The organizational structure of COFCO Group begins with its highest governing body, the board and party leadership group, which sets the strategic direction and supervises the enterprise as one of China’s major state-owned conglomerates. Immediately below this level is the executive management team, including roles such as Chairman, General Manager and Vice-Presidents, who are responsible for translating the strategic directives into operational plans and coordinating the major business segments. The next tier down comprises the functional headquarters divisions — for example the Strategy & Investment Department, the Audit, Legal & Risk-Control Department, the Finance Department, the Human Resources Department and the Supervisory Department — that manage enterprise?wide functions and provide guidance and governance to the operating units. At the fourth level are the “specialised companies” or business platforms (such as COFCO Grains & Cereals, COFCO Oils & Oilseeds, COFCO Trading, COFCO International, COFCO Biochemical) which are each responsible for a distinct part of the value chain and have their own internal management structures and operational teams. Through this four-level hierarchy, COFCO Group aligns strategic oversight, executive direction, functional support and business-unit operations in a unified system that supports its integrated agribusiness, food-processing, finance and real-estate activities.
