When Was Access Statements First Used?

It has been observed that the first detailed instructions about the production of access statements were issued by the Disability Rights Commission in 2003 in a guidance document known as “Access Statements – Achieving an Inclusive Environment”. This became highly viral as it ensured continuity throughout the Planning, Design, and Management of buildings and spaces. This document explained the first guidance on what a statement should include and gave welcome guidance to developers following the introduction of the concept.

When is an Access Statement Required?

It has been made mandatory by the Planning Legislation that all the planning applications must be accompanied by a Design and Access Statement for all kinds of applications. An access statement can be considered as a part of this document in general. Besides, an access statement may also be required by a building control officer as a part of a building regulations application. In this case, the statement is particularly used to justify why the guidance is not being followed and may provide an alternative standard or approach.
