In the last section, you need to explain what authority you have to refer to the other person. In other words, you need to convince the reader that you are in that position that the reader should trust your referral.
With a formal letter, no matter what kind you are writing, you need to start strong as well as end strong. This means that you have to end the letter on a strong note. Provide a brief overview of what you said in the letter and emphasize on one or two specific points that you made earlier. Also, you need to tell the reader that you would make yourself available to provide more information on the topic if required. Make sure that the reader understands that you wrote the letter without any pressure from anybody or any hesitation.
