At the very top of the organizational chart of China Mobile Communications Group Co., Ltd. (the state-owned parent) and its listed subsidiary China Mobile Limited is the ultimate controlling shareholder, the Chinese state via the supervisory commission, which sets broad policy, governance and strategic oversight for the group. Reporting directly to that owner layer is the board and executive management of the holding company and the listed entity, which are responsible for executing strategy, allocating capital, overseeing performance and managing the major business lines. On the third level the company is organised into its major business segments and functions — these include nationwide operations across mobile services, wireline broadband, enterprise business, international operations and central corporate functions (such as finance, technology, human resources, regulatory affairs). On the fourth level each of those segments is further subdivided into regional or provincial subsidiaries (covering the 31 provinces, autonomous regions and municipalities plus Hong Kong), plus functional-department units (such as network operations, customer service, product development, internet/IoT, and digital transformation) that report into the segment heads. At the fifth level within each regional subsidiary and functional department there are branch offices, district operations units, local product teams, site engineering teams, customer operation teams and support units that manage daily operations, network deployment, service rollout, customer engagement and local market execution, reporting up through the regional or functional leadership noted above.
